The ZATCA Penalty Framework — What's at Stake

ZATCA's penalty regime is one of the strictest in the GCC. Common violations and their consequences include:

  • Late VAT filing: 5%–25% of tax due, plus SAR 1,000–50,000 fixed penalty per period
  • Late Zakat filing: 1%–25% of Zakat due, with compounding on delayed payments
  • Fatoorah non-compliance: SAR 5,000–50,000 per invoice violation, with escalating penalties for repeat non-compliance
  • Failure to register for VAT: Up to SAR 10,000 per quarter of non-registration
  • Transfer pricing documentation failure: 5%–20% of the value of the controlled transaction
